A few years ago Andre K6AH posted a great design (link) for running a remote 5v device (Raspberry Pi or VoIP phone) from portable DC power over a PoE cable with higher voltage. Here is an example of an adapter based on his design which can convert 6v-24v dc supplied by a PoE cable to a 5v-3a micro USB and separate Ethernet data plug.
