"Use local or network GPS to set location" setting - how does it work?

How does setting the location from a networked GPS work? Does it use gpsd? Does it use the
Is there an apk version of WhereAndWhen? The gihub repo only seems to have ipks and AREDN V4 seems to prefer apks.
 
I tried downloading WhereAndWhen using the web admin's list of available packages but I don't see any way to administer it, and it didn't open any new TCPIP ports on the device.
