Rocket M2 TFTP Error

I recently got a used rocket m2 from ebay. When it arrived i discovered that it was the XM version. I went through the install process like 30 times and cannot get it to work. This is probably the 20th node, and I've also used TFTP to flash Cisco and other devices, so i generally know what I'm doing but am probably missing something really obvious. I tried on several different computers, but Linux and windows. I can ping it, but I cannot get the TFTP client to send the file. I have the factory.bin file. TFTP connects and i can see the network ports communicating, but the command line doesn't show anything transferring and it errors out that connection cannot be made after like 15 seconds. I used both a poe switch and a poe injector. I also followed the ubiquiti TFTP instructions which are mostly the same but ever so slightly different. What am I doing wrong? I feel like several years ago i had this same issue, and the next day i came back to try again and it just worked on the first try. I don't love TFTP. Help!
