Nightly Build support for TP-Link CPE510 v3

Andrew KK4ZUZ (coding) has been working with Jean-Michael VA2XJM (with the test hardware) to add support for the latest version of the TP-Link CPE510 device, now at hardware rev v3.   This will be in the Nightly Builds from Dec 11, 2018.

Yet another round of applause and thanks!

Just did an initial install

Just did an initial install on a fresh-out-of-the-box CPE510v3 with Nightly Build #713; no extra packages and no tunnel package. Don't have another 5ghz node to connect to, but seems like it worked OK. Didn't let any magic smoke out.

So, like the CPE210v2, seems to have a not terribly large /dev/mtdblock5 space.
