How would a node know a 'best' route if many (14) routes are ETX 0.00?

That image looks to me like you're looking at ETX from the perspective of a Cloud Mesh connection. There are stations in your list from the Oregon mesh, and some that are not. So I suspect it's a strange weirdness of looking at ETX from the cloud where I believe ETX has no meaning. I checked on local mesh one of the stations listed and it has normal routing ETX numbers from it's Mesh Status page.
