Channels -3 and -4 added to newer firmware?

It appears that Channels -3 and -4 were "added" at some point to newer firmware.  
I'm curious about when and why?  
Mainly curious why did we not have them available before?  
And what changed to where they have been available now.
I am digging through release notes and upcoming feature announcements  and have not been able to locate any notes on this.  

It seems that southing as "big" as this should be easy to find info on.  
What am I missing or where am I not looking that I should be?

Channels -3 & -4
They were added for use in those countries where their use is legal.  They're NOT legal to use in the U.S.

That's right,  

That's right,  
-3 takes it below 3990MHz
And of course so does -2 if you choose a 20MHz channel. 
Which I'm guessing is partly why 10MHz was standardized on in many places.
We don't want to interfere with Willie's Roadhouse here in the States.  
:)  
Do you know of any announcement about this being added or do you know when it was done so I could take a look at the release notes?  
As well as any discussion around it.  
I'd enjoy reading it.
