WIFI FOR A TOWN---WITHOUT AREDN INVOLVED
Since the seemingly popular interpretation of the rules relating to the freq's used by AREDN makes it useless for non-hams to send traffic without a ham operator sitting beside them...

Have any of you used non-AREDN freq's to create a town-wide wifi?

Sorry for my confusion, but I have been reading for days and cannot find the laws on it.

Can any of you help me really focus in on the regs that woud deal with this?

Non-ham use OK on SOME channels
There is no rule prohibiting non-ham use of AREDN on the U-NII (unlicensed) channels subject to the power and DFS* limitations. All you need are two nodes, and you have a mesh.  https://en.wikipedia.org/wiki/Unlicensed_National_Information_Infrastruc...

And you can always run the software the devices come with. 

* Dynamic Frequency Selection, for which AREDN does not have capability.
